方案征集公告
一、项目背景
1. Background
为深入贯彻落实习近平总书记对重庆提出的营造良好政治生态,坚持“两点”定位、“两地”“两高”目标,发挥“三个作用”和推动成渝地区双城经济圈建设等重要指示要求,全面落实市委、市政府“着眼打造现代化国际大都市,强化两江四岸城市发展主轴功能,下足绣花功夫,促进整体提升,以现代化的理念、方式系统优化生产、生活、生态空间,让自然禀赋和现代城市浑然一体,让文化底蕴和独特人文气质交相辉映,更好彰显山水之城、美丽之地的独特魅力”工作部署,重庆市沙坪坝区人民政府拟开展重庆特钢厂城市更新项目全球设计方案征集,旨在面向全球征集最具创意、最能体现重庆特色、又具实操性的城市更新方案,让特钢厂恢复蓬勃生机,与磁器口历史文化街区共同成为嘉陵江畔的文化地标。
To implement General Secretary Xi Jinping's call of creating a good political environment in Chongqing, following the positioning and goals of Chongqing as“Dual Geographic Importance, Twin Goals and Parallel Progress”, playing Chongqing’s “Three Roles”and promoting the development of Chengdu-Chongqing Economic Circle, the municipal party committee and government have set forth important instructions to focus on building a modern international metropolis. This means a stronger main axis functions of urban development on the two rivers and four banks, promotion of overall improvement through painstaking efforts, and improvement of production, life, and ecological spaces with modern concepts and methods. To achieve this, we need to integrate natural endowments and modern cities for the mixing atmosphere of culture and humanity and showcase the unique charm of a cultural city with mountains and rivers. In accordance with this work deployment, the People's Government of Shapingba District proposes to conduct an urban renewal project for Chongqing Ironworks. The aim of the solicitation is for creative and feasible urban renewal plans from around the world that best reflect the characteristics of Chongqing. Therefore, it can become a cultural landmark alongside the Ciqikou with historical and cultural elements, contributing to the construction of the Chengdu-Chongqing economic circle and promoting regional development.
二、项目区位
2. Location
项目位于重庆中心城区沙坪坝老城核心区,东临嘉陵江入城第一湾,西靠歌乐山森林公园,南邻4A景区磁器口古镇(历史文化街区),是重庆“两江四岸”中心城区城市发展主轴——两江交汇历史人文湾区和重庆嘉陵江生态长廊。项目邻近轨道交通1号线磁器口站和石井坡站,距沙坪坝站3km、距重庆西站约9.5公里,距重庆北站约10.4公里,距江北国际机场约23.5公里,距两江四岸核心区约14公里(图1)。
The project is situated in the core area of Shapingba in the central urban region of Chongqing. It is adjacent to the first bay of the Jialing River to the east, Forest Park of Gele mountain to the west, and the 4A scenic spot, Ciqikou ancient town (historic and cultural block), to the south. This site belongs to the important axis for urban development in the central city's "Two Rivers and Four Banks" area (the historical and cultural bay area at the intersection of the two rivers and the Chongqing Jialing River Ecological Corridor). The project is positioned near Ciqikou Station and Shijingpo Station of Rail Transit Line 1, 3km from Shapingba Railway Station, 9.5km from Chongqing Xi Railway Station, 10.4km from Chongqing Bei Railway Station, and 23.5km from Jiangbei International Airport. Additionally, it is only 3km away from the core areas along the two rivers and four banks, making it easily accessible. (Map1)

三、设计范围及规模
3. Scope and Design
本次方案征集范围为特钢厂城市更新区域,东邻沙滨路、南邻磁器口古镇、西邻童家桥正街、北邻融创滨江壹号。
The scope of this solicitation encompasses the urban renewal area of the ironworks. The area is located adjacent to Shabin Road in the east, Ciqikou Ancient Town in the south, Tongjiaqiao Main Street in the west, and Sunac Binjiang No. 1 in the north.

本次方案征集范围用地面积约12.04公顷,计容建筑面积约14.45万平方米,其中现状老旧厂房建筑面积约6.6万平方米,新建建筑面积约7.85万平方米。项目规划用地性质为商业商务设施用地,规划容积率≤1.2,建筑密度≤55%,绿地率≥17.5%,建筑限高40米。
The land area covered by this solicitation is approximately 12.04 hectares, with a total built-up area of approximately 144,500 square meters. Within this area, the existing old factory building occupies approximately 66,000 square meters, while the new construction area accounts for approximately 78,500 square meters. The project's planned land use is designated for commercial and business facilities. The proposed floor area ratio is set to be ≤1.2. The building density is limited to ≤55%. The green space rate is expected to be ≥17.5%. Furthermore, in terms of building height, there will be a limit of 40 meters.
四、目标定位及设计要求
4. Target location and overall design requirements
4.1 Targets
依托磁器口、歌乐山等文旅资源及区域科教文化优势,传承“特钢厂”的历史文脉及工业精神,聚焦以年轻人为代表的消费客群,坚持“未来设计、设计未来”,保留烟火气、呈现人情味,打造集创意设计、文创博览、文化体验、情景商业、总部办公等复合业态为一体的复合式文旅新场景综合体。坚持以产兴文、以文促旅、以旅聚商,以文态、业态、形态、生态“四态合一”推动产文旅商融合发展,将项目建设成为彰显山水之城、美丽之地独特魅力的巴渝文化新窗口、城市更新新样板、国际消费新典范、设计之都新地标。
Based on the cultural tourism resources of Ciqikou and Gele mountain, as well as the regional advantages in science, education, and culture, we aim to preserve and carry forward the historical context and industrial spirit of the ironworks. Our primary focus is on the young consumer group, and we are committed to "future design" with the objective of designing the future. We aim to create a new cultural and tourism scene complex that incorporates creative design, cultural and creative expo, cultural experience, situational commerce, and headquarters office, among other complex business formats. Our plan involves promoting culture alongside industry, tourism alongside culture, and gathering business with tourism. We are striving towards integrated development of industry, culture, tourism, and business, through the integration of culture, business, form, and ecology. Ultimately, we aim to build the project into a cityscape that showcases beautiful scenery, highlights the landscapes, and embodies the unique charm of Bayu culture. This will serve as a new model for urban renewal, a new paradigm for international consumption, and a new landmark for the design city.
4.2 Design Requirements
方案设计应在对场地特征、文化特质进行深入研究的基础上,加强对特钢厂文化挖掘,保护现有建筑肌理、构筑物,体现保留场景的原真性和质朴性;并在此基础上延续文脉,抓好特钢厂文化保护传承和活化利用,彰显历史底蕴和人文精神。充分考虑基地及周边地区的山、水、坡、坎、崖等自然资源要素,处理好老旧厂房、新建建筑与山形、地势、水态等自然本底的关系,提炼独特的城市景观、历史人文要素,让自然禀赋和现代城市浑然一体,让文化底蕴和独特人文气质交相辉映,更好彰显山水之城、美丽之地的独特魅力。
The design should be based on a comprehensive study of the site's characteristics and cultural uniqueness. It is crucial to enhance the cultural exploration of the ironworks, ensuring the protection of existing architectural textures and structures, while preserving the authenticity and simplicity of the surroundings. Building upon this foundation, our focus should be on protecting, inheriting, revitalizing, and utilizing the cultural aspects of the ironworks, showcasing its historical heritage and humanistic spirit. Consideration should also be given to the natural resources present in the base and its surrounding areas, such as mountains, water bodies, slopes, ridges, and cliffs. It is essential to carefully balance the relationship between the old factories, new buildings, and the natural backdrop, including the shapes of mountains, terrain features, and water conditions. By refining the unique urban landscape and incorporating historical and humanistic elements, we can integrate the natural environment with modern urban spaces, highlighting the city's cultural heritage and distinctive character as a beautiful place surrounded by mountains and rivers.
贯彻落实“以人为本”的设计理念,重点强化磁器口古镇-重庆1949大剧院-特钢厂片区之间的功能、交通、景观、风貌、游线等一体化设计,积极联动四川美术学院等高校资源,促进整体提升,实现区域景点、商业、设施等的无缝衔接与高度融合,以现代化的理念、方式系统优化生产、生活、生态空间。
Adopting a "people-oriented" design concept, we should concentrate on strengthening the integration of functions, transportation, landscapes, architectural styles, and tourist routes between Ciqikou Ancient Town, Chongqing 1949 Grand Theater, and the ironworks area. Actively leveraging the resources of institutions such as Sichuan Fine Arts Institute and other higher educational institutions, our goal is to enhance the overall quality and achieve seamless connection and high integration of regional attractions, businesses, and facilities. By systematically optimizing production, living, and ecological spaces through modern concepts and methods, we can create an environment that meets the needs of the community.
方案设计应进行投资估算,针对提交方案的经济合理性进行分析,并充分结合市场,提出后续运营方案。
In addition, it is important to conduct investment estimation, analyze the economic feasibility of the plan, and fully integrate market considerations to develop a comprehensive follow-up operation plan.
4.3 Main design content
产业策划:主要包含项目自身分析、城市更新项目和产业园区市场研究、文化旅游产业市场研究、公寓市场研究、商业市场研究、项目定位研究、产品规划及设计建议、项目经济效益评测等内容。
Industrial planning: The main components include a self-analysis of the project, research on urban renewal projects and industrial park markets, market research on the cultural tourism industry, apartment market research, commercial market research, positioning research for the project, product planning, design suggestions, and an evaluation of the economic benefits of the project.
建筑方案设计:主要包含功能策划、总平面布局、厂房更新改造、新建建筑形态设计、公共空间设计、地下空间设计、竖向设计、交通组织、景观环境设计、夜景灯光设计、智能化设计、绿色建筑设计、经济测算等内容。
Architectural design: The main components include functional planning, overall site layout, renovation and refurbishment of existing factory buildings, design of new building forms, design of public spaces, design of underground spaces, vertical design, traffic organization, landscape environment design, night lighting design, intelligent design, green building design, economic calculations, etc.
五、征集程序
5. Directions
(一)第一阶段:公开报名及资格预审
5.1 The first stage: Open registration and pre-qualification
本次征集将采用公开报名的方式,面向全球公开征集方案。通过资格预审从报名参与本次方案征集的单位中遴选5家高水平设计单位(联合体)入围方案征集,同时选出2家备选设计单位(联合体),如入围设计单位(联合体)退出则由备选设计单位(联合体)依序替补。
This solicitation will employ an open-registration approach to actively seek proposals from around the globe. Through a rigorous pre-qualification process, we aim to shortlist five top-tier design units (consortia) from among the registered participants for this solicitation. Additionally, two alternative design units (consortia) will also be selected as backups. In the event that any of the shortlisted design units (consortia) withdraw from the event, they will be sequentially replaced by the alternative design units (consortia).
1. 申请人资格
5.1.1 Applicant qualifications
(1)申请人(联合体)须具有建筑行业(建筑工程)设计甲级及以上资质,如采用联合体形式报名,其中一方须具有上述资质。
5.1.1.1 For applicants (consortia), Grade A or above design qualifications in the construction industry (construction engineering) are mandatory. If applying as a consortium, at least one party must possess these qualifications.
(2)申请人为境外单位的,须联合国内具备上述资格的设计单位参与本次设计,同时境外单位在其所在国家或地区应具有合法营业范围及相应设计许可。
5.1.1.2 Overseas units must collaborate with domestic design units possessing the aforementioned qualifications to participate in this design. Moreover, overseas units should hold legal business scope and corresponding design licenses in the country or region where they are located.
(3)申请人须由负责方案设计工作的设计单位牵头,并须至少与一家策划单位形成联合体。策划单位需满足以下要求:
5.1.1.3 The design unit responsible for the design work must lead the applicant and form a consortium with at least one planning unit. Planning units must meet the following requirements:
1)运营时间5年以上;
5.1.1.3.1 Have been operational for over 5 years
2)具有适合定位策划/咨询的完整组织架构;
5.1.1.3.2 Possess a complete organizational structure suitable for positioning planning/consulting
3)人员规模应在30人以上;
5.1.1.3.3 Have a staff size of at least 30 people
4)近五年具有策划定位咨询建筑面积合计20万平米及以上的项目业绩;
5.1.1.3.4 Have completed project performances with planning, positioning, and consulting construction area of 200,000 square meters or more in the last five years
5)具有商业/产业策划定位咨询服务类业绩不少于2个;
5.1.1.3.5 Have at least two achievements in commercial/industrial planning and positioning consulting services
6)工作周期符合项目的节点要求(项目整体策划及概念方案60个工作日)。
5.1.1.3.6 The work cycle satisfies the node requirements of the project (60 working days for the overall project planning and conceptual plan).
(4)联合体成员不超过4家,联合体合作方需签署具法律效用的《联合体协议》,并明确牵头单位、本阶段各方的团队成员名单、分工以及工作比重等。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体报名。法定代表人为同一个人的两个及两个以上法人,母公司、全资子公司及其控股公司,不得同时报名参赛。
(5)设计团队要求
1)首席设计师从2015年1月至今具有至少2项计容建筑规模超过5万平方米的城市更新类或工业建筑改造类项目的业绩(须为已建、在建、中标项目),须出席启动会,并参加现场踏勘以及汇报评审等会议。
2)首席策划师从2015年1月至今具有至少2项计容建筑规模超过5万平方米的商业/产业策划定位咨询服务类项目的业绩(须为已建、在建、中标项目)。
3)参与本次征集的设计人员应为设计单位的在册人员,且须直接参与本次征集活动设计全过程。设计团队或有关顾问团队应包含建筑、结构、设备、装饰、交通、景观及产业策划等专业人员,专业人员配置应包含但不限于上述专业。
4)参与本次征集的首席设计师、首席策划设计师不得更换,且须全过程跟踪项目,主要设计人员如需更换,须征得承办单位的同意。
5)在征集过程中若首席设计师、首席策划设计师与资格预审材料所提交的信息不符的,一旦查实,将取消其参加资格,承办单位将提请相关行政管理部门对其单位及个人纳入相关诚信管理,并严格按照法律法规作出处理。

(二)第二阶段:概念方案编制及评审
5.2 The second stage: preparation and review for conceptual plan
设计成果应满足方案征集文件要求,达到概念性方案设计深度(含投资估算),并提交正式商务报价。入围设计单位(联合体)应以本项目的限价为上限提交正式商务报价。
1.确定推荐方案
5.2.1Confirm the recommended scheme
承办单位将专门设置方案评审委员会,对入围设计单位(联合体)提交的成果进行评审,根据方案评审结果形成3个推荐方案。
The organizer will establish a dedicated plan review committee to evaluate the submissions from the shortlisted design units (consortia) and select three recommended plans based on the review results.
2.确定中选方案
5.2.2Confirm the winning scheme
3个推荐方案的设计单位(联合体)如缺少2项重庆区域公共建筑施工图设计经验(须为已建、在建项目),须在概念方案评审后与1家满足承办单位要求,具有建筑行业(建筑工程)设计甲级及以上资质,具有至少2项重庆区域公共建筑施工图设计经验(须为已建、在建项目)的设计单位组成联合体,并承诺施工驻场服务,具体要求详见合同条款,联合体单位数量仍不超过4家。
If the design units (consortia) of the three recommended plans lack prior experience in constructing two local public buildings in Chongqing (must be projects that have been built or are under construction), they must collaborate with a design unit that meets the requirements of the project sponsor and possesses Grade A or above industry qualifications in construction engineering design. The collaborating design unit should have at least two experiences in designing construction drawings for public buildings in Chongqing (must be projects that have been built or are under construction). The collaborations should form a consortium and commit to on-site construction services as per the specific requirements outlined in the contract terms. The maximum number of consortium units should not exceed four.
3个推荐方案的设计单位(联合体)需在概念方案评审结果发布后,根据方案评审委员会和承办单位意见进行优化,最终提请行政审议,行政审议时间根据相关行政主管部门安排确定。推荐方案通过行政审议为第一名的确定为中选方案。
The design units (consortia) of the three recommended plans are required to optimize their plans based on the feedback provided by the plan review committee and the sponsoring unit. After the conceptual plan review results are announced, the optimized plans must be submitted for administrative review. The timeline for administrative review will be determined by the relevant administrative departments. The recommended plan that clears the administrative review process first will be designated as the winning plan.
(三)第三阶段:合同履行
5.3 The third stage: contract matters
中选方案的设计单位(联合体)将获得设计合同(包含方案设计、施工图设计),具体内容及要求以设计合同为准。中选方案的设计单位(联合体)须在合同签订前提交合同履约保证金为人民币100万元,保证金形式为不可撤销且见索即付的国有银行保函。

七、相关费用
7. Related expenses
入围设计单位(联合体)提交的设计成果应满足设计任务书要求,经方案评审委员会评审为有效成果的,将获得相应的设计补偿费。其中,中选方案的设计单位(联合体)将获得设计合同,不再额外获得设计补偿费,根据方案评审委员会评审结果,作为推荐方案的另外2家设计单位(联合体),将各获得设计补偿费人民币90万元,其余2家设计单位(联合体)将各获得设计补偿费人民币45万元。
本次征集设计合同总限价为人民币2000万元(达到施工图设计深度,各业态的面积为暂估指标,后期若指标变化,总限价不变),其中产业策划限价人民币100万元,历史建筑(约6.6万平方米)设计单价限价人民币150元/㎡,非历史建筑(约7.85万平方米)设计单价限价人民币100元/㎡,地下建筑(暂定约6.1万平方米)设计单价限价人民币20元/㎡。以上价格均为含税价。
The overall price limit for this design contract solicitation is set at RMB 20 million. This price includes reaching the construction drawing design stage. The tentative indicator for the area of each business type is considered, but in the event of any changes, the total price limit will remain unaffected. The price limit for industrial planning is set at RMB 1 million. For historical buildings with an estimated area of approximately 66,000 square meters, the design unit price is limited to RMB 150/㎡. Non-historical buildings with an estimated area of about 78,500 square meters have a design unit price limit of RMB 100/㎡. Underground buildings (tentatively around 61,000 square meters) have a design unit price limit of RMB 20/㎡. All the prices mentioned above are inclusive of taxes.
